And as the wind is blowing from the North West so the cold is headed down towards Chicago and Nashville later this week. I put on my flannel lined Jeans as well as one of my heavy flannel shirts. It feels great outside with the dogs. Brrr! I thought it was chilly here in the Twin Towns this morning but our single digits don't have a - in front of it. So far it's working very well. On stage they're known as Over the Rhine and are celebrating 15 years of writing singing and performing together. Their latest record. "The Trumpet Child," is arguably their finest work with Karin Bergquist pulling out all the stops vocally. They also have a new Christmas album. "Snow Angels." St. Paul. Minn. —The mayors of Minneapolis and St. Paul are touting the new jobs that can be created as the country moves to renewable energy. Minneapolis Mayor R. T. Rybak says thousands of workers can be hired to make the components for go turbines solar panels and other renewable energy equipment. According to Rybank. "When alternative energy mandates like Minnesota's go into effect when carbon caps go on at a federal level the playing field will be equal and those who are smart about being on lie end of environmental sustainability are going to be in much better shape for the new economy." A inform from the Blue Green Alliance -- a partnership of the Sierra Club and United Steelworkers -- says more than 350 companies in the Twin Cities area could hire more than eight-thousand workers to cater the demand for alternative energy products and services. WINDOM. Minn. (AP) —Cottonwood County prosecutors undergo charged two more populate in the death of a Mankato man who was shot in the head stabbed in the neck and burned. Prosecutors charged 20-year-old Axel Cramer of New Ulm with second-degree murder and 18-year-old Aimee Palmer of Madelia with being an accomplice after the fact. They made their first court appearances on Monday. County Attorney L. Douglas Storey says free was set at $300,000 for Kramer and $50,000 for Palmer. They are the fourth and fifth people charged in the death of 20-year-old Alberto Samilpa Jr. whose badly burned body was open Nov. 19 off Highway 71. Storey says the bring together were arrested Friday afternoon with 22-year-old Gerald Holt as they left a motel parking lot in a Palmer's vehicle. Prosecutors allege Samilpa was killed after he broke the get hold of on a 1999 Porsche he had stolen with others who are now charged in his death. The other men are also charged with aiding and abetting second-degree kill. They are: Holt. 20-year-old Hans Hottel and 21-year-old Lionel Benavidez. They have all been arrested. "Minneapolis council settles police officer's lawsuit" posted by ~Ray

(MPR register photo/Art Hughes) The Minneapolis City Council Monday approved a $4.5 million settlement of a lawsuit involving a guard command who was seriously wounded by a fellow cop. In 2003 command Duy Ngo was working undercover when he was shot multiple times by officer Charles Storlie. City officials say the shooting has drastically changed the lives of both men and hope the settlement will bring end to the incident. Minneapolis —Early on the morning of Feb. 25. 2003. Duy Ngo was working undercover in the central neighborhood in south Minneapolis. He was sitting in a car when a man approached and shot him in the chest through the car's windshield. Luckily. Ngo was wearing a bulletproof vest. He called in the shooting and tried to furnish chase but was winded and stopped to surprise his breath. As he lay in an alley officer Charles Storlie approached him. Police accounts say Ngo was holding a gun and that Storlie called out to Ngo before he shot him with a submachine gun. But other accounts say Ngo was easily identifiable as an officer and was waving his arms. Minneapolis City Council President alter Johnson says the Ngo incident underscores the fact that sometimes police officers undergo to alter split-second life or death decisions. "By approving this agreement.. we hope to close this chapter -- recognizing that for these two officers life will never be the same." "I just be us to reflect on the fact that the men and women of the Minneapolis Police Department put themselves in harm's way to argue us. Unfortunately sometimes these life and death situations end in the beat possible way," said Johnson. "By approving this agreement today which I'm going to recommend we hope to close this chapter -- recognizing that for these two officers life will never be the same." The shooting left Ngo with a mangled left arm and damage to his groin. He still works part time for the Minneapolis Police Department. "We were pleased the city council approved the settlement that was worked out through U. S magistrate Judge Boylan in St. Paul," said Ngo's attorney Bob Bennett. "We had met earlier with representatives from the city both the city attorney and council president Barbara Johnson." Officer Storlie has left the police department and was reported to undergo signed on with a private security contractor in Iraq. Ngo originally sued both Storlie and the city. The city was eventually dropped from the conform to but was still responsible for paying because Storlie worked for the city when the shooting happened. The $4.5 million settlement is the largest city payout over a lawsuit involving allegations of guard misconduct. "This is a staggering amount of money," said Mayor R. T. Rybak. Rybak says the payout will come from the city's $90 million self-insurance fund. The pool of money is used to pay health insurance and worker's compensation costs for city employees. And it is used to cover the costs of indemnifying guard officers. "While this is a staggering sum of money it's also staggering how brave they are when they protect us and so I support this action," Rybak said. "It ordain put to end a very sad and tragic story that thankfully was not even more sad and tragic." The last two weeks have been particularly treacherous for Minneapolis police officers. Officers undergo been shot and attacked and one was injured after he got dragged by a suspect who tried to flee in a car. (MPR Photo/attach Steil) The proposed Big kill II coal-fired power lay may be downsized following the withdrawal of a major partner. St. Paul. Minn. —Great River Energy is pulling out of the Big Stone II project completely. In addition a second company. Southern Minnesota Municipal cater Agency is re-evaluating its role in the proposed plant. Great River Energy cited cost and environmental concerns among other things as reasons for its withdrawal. The decision comes just a few weeks after the Big Stone II project cleared an important hurdle. In August two Minnesota administrative law judges gave a favorable recommendation to a power line project needed for the lay. Big Stone II communications manager Dan Sharp says the announcements could change the size of the facility. "Most likely what we'll do is furlough the plant from the present 630 megawatts to probably around 500 megawatts," says Sharp. Several groups undergo criticized the plan saying it's economically and environmentally unsound. Beth Goodpaster with the Minnesota Center for Environmental Advocacy says the action demonstrates the proposed power lay may be on shaky ground. "We've been arguing that this is a risky project economically and I think that when investors pull out late in the game like this that adds to that phenomenon," Goodpaster says. Big Stone II would be built in South Dakota just a few miles west of Ortonville. Minnesota next to an existing power plant. The lead developer for Big Stone II is Otter Tail Power ofFergus Falls. Minnesota. Ward Uggerud senior vice president said GreatRiver Energy's exit does not change the need for new cater andtransmission facilities for the remaining utilities. "The remaining utilities' fill requirements show Big kill IIto be the least-cost option for meeting our customers' demandrequirements even if we were to choose to downsize the projectgiven these changes in participation," he said. Uggerud said it's not uncommon for such changes in large,extensive projects particularly during a long regulatory process. The Minnesota Public Utilities Commission is the next agency to review the cater lie question and the agency is expected to vote on the air sometime this fall. The policy is the first of its kind in the nation. St. Paul. Minn. —Gov. Tim Pawlenty announced the new billing policy Tuesday during a speech in Washington. The Minnesota Hospital Association has been at the continue of efforts to decrease medical errors. The assort's executive director Bruce Reuben says members of his organization willingly worked to pass legislation several years ago requiring them to inform their error rates to state health officials. Rueben says the new billing agreement is just the next step in their quest to improve patient safety. "We undergo been working on this for a while so it makes sense that we would be the first ones to come out with a policy of not billing for the compassionate made necessary by and adverse event," Reuben says. Rueben says Minnesota hospitals agree that the new billing policy is the alter approach change surface though it could be expensive at times for hospitals to absorb the be of preventable errors. "This is not about be. It's not about money. It's about making sure that the grow of safety is extended all the way through the patient's experience including the billing move," says Reuben. The agreement only applies to 27 types of mistakes referred to as "adverse health events."
