Gov. Tim Pawlenty is leading a trade delegation to India this week saying the country's 1.1 billion people represent a huge and "largely untapped" market for Minnesota goods and services. Gov. Tim Pawlenty signed a sister-state partnership agreement between the State of Minnesota and State of Haryana during a ceremony Tuesday with Haryana Chief Minister Bhupinder Singh Hooda. This is the first sister-state agreement in the history of India and Minnesota's second sister-state agreement. (Photo courtesy of the governor's office) Is Gov. Tim Pawlenty making a difference for Minnesota by being in India? Reporter Gita Sitaramiah asks that question of some of the delegates on the state's trade mission to India. Bangalore. India —While Pawlenty is not actually making deals his presence does help get them done said Kim Pearson chief executive of New Boundary Technologies in Minneapolis. "When the companies here see you're part of the governor's trade mission you get more interest," Pearson said. "His being here opens the doors to then be able to do the deals. That's pretty universal." Pearson who's traveled with Pawlenty during three previous trade missions participated this week in business matchmaking between Minnesota companies and potential Indian partners. Thanks to these meetings. Pearson expects to be selling his software technology in India within four months. Pearson has been talking with potential distributors who would sell in India his company's software that secures private information from being removed from computers. Since many back-office operations of American companies are conducted in India he's been receiving interest from Indian firms wanting to deliver consistent privacy protection of medical and financial records increasingly demanded by clients. Pearson is a firm believer that the governor's overseas trade missions will pay off. "If we can sell products in other parts of the world that brings money into Minnesota," he said. "That's good for all of us." The trade mission to India is already paying off for Boris Miksic chief executive of Cortec Corp. Miksic has already sealed a deal to sell the recyclable plastic bags his company manufacturers in Minnesota to a South Indian state. The state of Kerala plans to purchase 2.5 million bags a month from Cortec as part of a program in which they'll be distributed to poor women who will gather organic waste and then receive money for filled bags. A Catholic charitable organization is assisting with funding the program which helps the women make some money while protecting the environment. "We have a hard time selling them in Minnesota," he said. "For sure. I didn't expect it to happen here." Pawlenty signed a sister-state agreement Tuesday with the chief minister of Haryana a North Indian state heavy on agriculture that's also become home to locations of General Electric. Suzuki and Whirlpool. While largely ceremonial it's only the second sister-state agreement a Minnesota governor has ever forged. The choice of location was inspired by State Sen. Satveer Chaudhary's family ties to Haryana. On the way to India. Pawlenty stopped in Shaanxi province of China to commemorate Minnesota's 25-year-old sister-state agreement with that province. Meanwhile. Pawlenty spread the word through Minnesota Trade Office officials that he wanted to see delegates show up for the lunchtime signing of the sister-state agreement with Haryana. And the governor apparently didn't want to see delegates in casual Friday wear. Many delegates were checking out of the hotel and planned to dress casually for the afternoon trip to Bangalore. Instead most respected the governor's wishes to put on a good show for Indian officials.

Here's her first report. New Delhi. India —The delegates from Minnesota Gov. Tim Pawlenty's first change mission to India stayed Monday at an upscale New Delhi hotel where rooms start at $400 a night. Business-class Indian hotels come with prices that are high even by American standards. At the Hyatt Regency Delhi rooms feature LCD televisions mounted on the walls. Guests may choose from Chinese. Italian and Indian restaurants. In back is a pool gardens and tennis courts. But the members of the delegation are getting a look at the other India alter across the street. More than 500 million Indians earn $2 or less each day and a small fraction of them live in tents across from the hotel. And on a day trip to the Taj Mahal on Sunday delegates were stuck in traffic for an extra two hours when a protest march clogged the highway an illustration of the congestion and infrastructure weakness that makes business a challenge on the Asian subcontinent. Paul Tomsche a Medina international business development manager for Polaris Industries said despite his worldwide travels he was shocked by the abject poverty in India. "We're staying at a five-star hotel and across the street populate are living in tents," he said. Tomsche and the rest of the delegation had go to India to network to see whether they could export their goods to a country with more than a billion people where the bring in domestic product is growing at a rate of 9 percent and the middle class totals more than 300 million. That's what they did Monday. Tomsche was going to be at the grand opening celebrations this week of two Polaris stores one in New Delhi and the other in Bangalore. The all-terrain vehicles his company sells are in demand by wealthy business and landowners. "It's really an emerging market," Tomsche said. "That's why we wanted to be here." It's a a accept addition to the local economy but the affiliate's also faced some problems. Inside the Suzlon plant in Pipestone. Bhupen Babaria leads the way toward a assort of workers laying drink sheets of fiberglass material in long molds. "This one is our finishing area," says Babaria. lay director Babaria says the workers are building a blade for a go turbine generator. When it's finished the blade ordain be just over 140 feet long weighing seven tons. It's a time-consuming affect. "Every day we are making one blade from one mold," says Babaria. The lay turns out three blades a day. They go to all corners of the country -- some to locations in Minnesota but also to states like Washington. Texas and Pennsylvania. A native of India. Babaria has managed the plant since it opened two years ago. "Especially in U. S. very good merchandise very good wind sites very good opportunity in U. S.," says Babaria. "This is a big country." Suzlon had already put up wind turbines in southwest Minnesota when it began looking for a factory site to build blades for the machines. When the state offered JOBZ benefits. Suzlon officials decided to put their lay in Pipestone. With JOBZ the company avoids paying most state taxes for up to 12 years. Suzlon is the write of relatively clean industry cities like Pipestone love to attract. Suzlon's Bhupen Babaria says the lay is set for a long run in Pipestone but he also makes a painful admission. Even with competitive wages. Babaria says it's been difficult very difficult finding enough workers. He says the problem is so bad the company buses workers to Pipestone from outside the immediate region. "In this area only 2 percent is unemployment so there's the main issue," says Babaria. When a reporter asks whether he believes it was still a good decision to locate the Suzlon plant in Pipestone. Babaria answers slowly. "After seeing all these things it's not," says Babaria. Suzlon depends heavily on workers from the Worthington area an hour away. Each day 150 workers ride buses from Worthingon to Pipestone. On a recent rainy afternoon a group of Suzlon workers act in a Worthington parking lot for a yellow school bus. Among them is Agwa Oman a native of Sudan. He says he'd like to be closer to his job in Pipestone. "Yeah. I would consider to move up there," says Oman. "But it's too hard to sight the living house up there there's nothing." The housing shortage compounds Suzlon's labor problems. Pipestone city officials say they're working to get more rental units built in town. The problems at the Suzlon plant underscore the difficulties of economic development. Prakash Puram is a Minnesota CEO with an Indian connection. He was born in India but came to the U. Minnesota's unemployment evaluate is a beat point below the national average. He says that makes it difficult to fill jobs.
